How to get a passport from laos?

my friend's brother has a green card and has a felony. he would like to become a citizen, he been here since he was one.but has heard that you cant with a felony. he would like to travel out of the country too and found out that you would have to get a passport from laos where he originally is from. but as i have read its hard to do that also. so is he screwed either way? and what if he has a warrant out in another state?im thinking he cant leave the us at all and is stuck here. and there isnt much he can do. am i right? cant get a passport .. cant become a citizen.. just screwed??

From what you described, it looks that way. Because of his felony, it's more difficult to apply for citizenship, but there are always exceptions depending on what he's guilty of, get a lawyer. Therefore he should contact the Laos Embassy in Washington DC to get a passport so at least he can travel. Check out the embassy at:
