No. The former Soviet bloc is improving, but large chunks of it are "second world" at best. I lived in Prague, Czech Republic for a little while in the early 2000s, and were a lot of things that hadn't quite caught up. Tourism and the motivation to join the EU have gone a long way to improving things since then (I recently went back for a visit), but as you leave Prague and go into Moravia, things deteriorate quickly. Some countries like Romania, Hungary, and especially those even further east toward the Baltic Sea can get ugly quickly. You may have nice areas of a city (where the politicians and businessmen live) but it'll be surrounded by decay.
