Generally - figure out how much it will cost to buy the property and set up the infrastructure, pay interest on your loans, and operate the plant. Predict how much you expect to make from it and how long the plant will last. Make sure you have someone to sell power to. Also look at whether there are things you can do with the land in addition to the solar farm, sometimes you can make more by doing multiple things in the same space.
Remember that the president recently announced tariffs on solar panels, steel, and aluminum; those will be in effect by the time you're ready to build the plant so make sure your cost estimate includes paying for his tariffs. Also look at whether he plans changes that will benefit the oil and coal industries and reduce demand for your power.
