Can steel putty be used to fill up crevices caused by termites ?

Yes but won't fix the problem. Problem is you got rotting wood. The termites have the strength to take out bits of the rot. Wood is as hard as your fingernail, so if you can pick out the wood with your fingernail, it is rotten ahead of the termites. So you should have replaced that piece of wood.

that won't kill the termites.

It can, but it's not the best choice.
First and foremost, address your termite problem. Unless you address your termite infestation, anything you do is wasting time.
There are products designed to address wood degradation; they soak into the wood better than putty and will stabilize the surrounding material. Then you can build on that to restore original contours and strength.

Wood putty can be used to fill surface imperfections, but it is best to replace the damaged wood.
