If you were Jewish, homosexual, or Soviet, Germans. Their viciousness against these groups is entirely due to their Christian faith.

If you were a civilian in general, or a prisoner of war, then Japan hands down. They were taught that prisoners forfeited their right to humanity by surrendering and that they were superior to all other groups of people since they were descendants of gods.

Definitely Japan because they had territories all over the Pacific Ocean. I believe if we didnt develop the atomic bomb Japan would have bounced back.

Russia because they won the war, stupid really because they could have conquered North America and Europe and make peace with the Japanese, if Russia would have conquered North America that North American bomb would not have stopped the mighty Soviets.

Japan was more vicious while Germany, being thicker and slower and more slimy, was more viscous. It is simply a matter of comparative viscosity.

    Probably the Germans. Why?

Experimentation: they performed numerous inhumane experiments one being that they were testing on prisoners a no water or drink program as they were trying to find the key to needing no hydration. This led to many dying of thirst, some trying to drink mopped up floors.

Treatment of their soldiers: Some of these guys were given meth so they wouldn't feel tired or feel fear.

Death of the jews: The Nazi's rounded jews up by the millions to be brutally burned in gas chambers, worked to death where they weren't even fed protein and carbs to fuel them but just soups, they killed babies, they didnt give jews toilet paper as well.

Destruction of Churches Or religion: The nazi party had destroyed several homes and neighborhoods but also many churches. They had burned several jewish bibles.

Objective: They wanted to wipe out a considerable degree of people. Gays, Jews, etc. They wanted only a race of white men.

Territorial: The Nazi's took a huge portion of Europe almost succeeding if not for the Russians. While Japan was only trying to get at china and other small regions.

The only way to give a definite answer is to put each country in a blender and measure how thick the sludge will be.

It really depend on  what  you  are  comparing. If  you are  comparing  the  soldier in their  armies then they  are  about  equal depending on  which  front that they  were  serving  on. The Germans and their allies  were  totally inhuman  on the eastern  front.Killing  ruthlessly. The Japanese  against  the  Chinese  were  totally ruthless  against  everybody, Men women and  children, their  worst activities  were  to  bury civilians  alive. If the Japanese  captured  a First  aid  Station they  would kill all the  wounded  and the  Doctor  and  Orderlies. The  Allies  against the Japanese  very  soon  learned  to never  give  quarter  to any Japanese  soldier or  civilian. The best indication of their  level of  viciousness is the survival  rate  for the prisoners that they captured.

It depends on the stage of the war. Both Japan and Germany were quite free flowing in their initial attacks, but as the war progressed they flowed more slowly and became more viscous.
