    Demand is higher than supply.

The question shouldn't be why isn't there enough housing in California.  There is plenty of housing in California and everywhere else if you have the money to pay for it.

The question is why is housing so expensive in California (and lots of other places) that so many people can't afford it and are thus homeless or living with friends/ family, or overcrowding small places, etc?  I guess the answer is that if you have a society where 3 people have as much wealth as the bottom 50% of the population (or whatever the exact numbers are) then the society is broken and this is just one side effect of many.

There is more housing in California than any other state, so that's not the reason.

The reason is that there are also more jobs in California than any other state, so workers who can't get jobs in their own states keep moving to California to get jobs.

California doesn't have a shortage of housing, especially with as many people leave California every day. California does have an AFFORDABLE housing shortage.
