Why is it useful to express impulse in terms of momentum ?

Assuming constant mass, it is relatively easy to measure velocity before and after an impulse.

F = m*a (Newton dixit)
if you multiply both terms by the time t you get :
F*t = m*a*t
since a*t = V, then :
F*t = m*V
The usefulness depends upon the problem you have to solve an the initial data you are given
