Was does this mean?

If someone says, “He has his guns tied down.” What does that mean? It sounded like a warning?

    Really? You have never seen a western ??  The holster of the pistol needs to be tied to the shooter's leg to allow the pistol to be exactly where it belongs and then come out faster (without interference). YES it is a warning. A gunfight is very possible.

    If the guns are tied down, it is as if he were disarmed or the guns are useless. It may mean he is no longer a threat.

    Would need a larger context to be sure ....

    Shounds like he is not ready for a fight.  Guns are not at the ready.
