Is it okay to hook a cord to an outlet in the hallway of your apartment building for power in your apartment if yours got shut off?

The power in the hallway doesn't belong to anybody, so nobody should care.

    The power in the hallway belongs to the apartment building owner but you can probably get away with it for a short time; unless your door will not close with the cord in the way. {You could only power 1 or 2 small items at a time. The food in your fridge will spoil.}

    It belongs to someone, and someone does care.  Electricity is not free.  Someone is paying for it.

    No not ok.  And SOMEbody is paying for it - the building owner.

    Your landlord pays the bill for this and if you do what you're asking you could, and probably would, be arrested and charged with theft of service. It is a criminal offense.

    Of course it belongs to someone--it belongs to the building owner!! It's not YOURS. And if yours got shut off, there's a reason--probably non-payment. That doesn't mean you're entitled to other people's utilities!

    No, it's not ok to do that, so don't be an asshat.

    Your power is off because you didn't pay your bill. I'm not surprised that you think it's ok to steal power.

    Electricity isn't free. At least not in the USA. Someone IS paying for the electricity in the building's hall....the landlord! If you hook up a power cord to take advantage of electricity you didn't pay for then that is called "theft of services" which is illegal. You had better start calling some local agencies for assistance raising the money necessary to get your own power turned back on.
