First off, they can't.
The Armed Forces swore an oath to protect and defend the Constitution from all enemies foreign and domestic....COMMA...obey the orders of the President...COMMA...and all others appointed over them.
Let's play WHAT IF: Should Congress vote the Constitution null & void...the Armed Services no longer exist. Therefore, they have no legal reason to even obey Congress or any of its members.
That is the time when a MORE LEVEL-HEADED commander, usually a general, takes over (a NON-VIOLENT military coup) until politicians get their heads out of their collective @ases.
At that time there's a good chance that no politician would be safe.
No one has to obey them anymore. Not even to carry their bags or fly them to safety, etc. They become John Q Citizen without any powers/authority real or presumed.

William's answer is DEAD WRONG on one critical point. The military CAN'T legally answer to Congress to begin with.

Congress does not have that authority
Establishment pf a standing Army is in the US Constitution, disbanding it would require a Constitutional Amendment

With Chinese assistance less than a month. Collecting weapons from US Citizens piggy backed on the bill will add three weeks. A big fat tax inrease will pay for it all.
