The vowels are A,E,I,O and U. That means you have a probability of 5/26 of selecting a vowel at random, because there are 26 letters in the alphabet.
That means there is a 21/26 probability of selecting a consonant.
Think of probability in relation to a coin. A coin has one side head and one side tails. There are only two choices, so the chance of flipping the coin and it landing on heads is 1/2. 1 head out of two choices. In the alphabet, there are 26 letters you can draw. There is only 1 letter A, so the probability of selecting A when all the letters are put in a bucket is 1 in 26, or 1/26. Five of the letters are vowels, so there is a 5/26 chance of drawing a vowel.

Seriously?
a) 5 vowels, 26 letters, probability ≈ 19.23%
b) consonant = not vowel = 1 - 19.23% = 80.77%
